Relating to the Volunteer Rescue Squad Tuition Reimbursement Act of 2018; to amend Sections 22-18-60, 22-18-61, and 22-18-64, Code of Alabama 1975, to decrease the required contracted for service time after graduation and licensing from three years to two years; to expand the program to include students who contract and provide service to ambulance services; to provide exclusions from reimbursement; and to increase the amount of operational expenses reimbursed to the Alabama Community College System; and to add Section 22-18-61.1 to the Code of Alabama 1975, to provide for the retroactive reimbursement of certain fees and expenses.

Relating to alcoholic beverages; to amend Sections 28-3-1, 28-3A-3, 28-3A-21, and 28-3A-23, Code of Alabama 1975 and add Sections 28-3-208, 28-3A-9.1, and 28-3A-17.2 to the Code of Alabama 1975; to define a new category of low-alcohol content liquor beverages called mixed spirit beverages; to require all mixed spirit beverages, other than those distributed by the Alcoholic Beverage Control Board, to be distributed through a licensed wholesaler; to levy taxes upon the distribution of these beverages; to provide for licensure of retailers of mixed spirit beverages and set a fee for licensure; to add Chapter 8B to Title 28 of the Code of Alabama 1975; to require licensed importers, manufacturers, and suppliers of mixed spirit beverages to enter into exclusive franchise agreements with wholesalers; to exempt from the wholesaler franchise laws mixed spirit beverages distributed by the Alcoholic Beverage Control Board and sold at retail at ABC stores; and to make nonsubstantive, technical revisions to update the existing code language to current style.

Relating to building codes; to authorize the use of certain refrigerants and refrigerant-equipped products that are in compliance with the National Clean Air Act.

Relating to environmental covenants; to amend Section 35-19-2, Code of Alabama 1975, to provide that work regarding aboveground storage tanks registered for eligibility under the Alabama Underground and Aboveground Storage Tank Trust Fund does not constitute an environmental response project for environmental covenant purposes.

Relating to exempt all property owned and used by Long Ranch, a domestic nonprofit corporation, from any state, county, and local ad valorem taxes; and to exempt Long Ranch from all state, county, and municipal sales and use taxes.

Relating to exempt Upper Sand Mountain United Methodist Larger Parish, Incorporated, from the payment of all state, county, and municipal sales and use taxes.

Relating to state, county, and municipal sales and use taxes; to amend Section 40-23-5, Code of Alabama 1975, to exempt Nourish One Child from payment of state, county, and municipal sales and use taxes.

Relating to motor vehicles and traffic; to amend Sections 11-49-4, 32-5A-173, and 32-5A-176, Code of Alabama 1975; to prohibit a municipality from setting speed limits on county-maintained streets within its corporate limits in certain circumstances; and to make nonsubstantive, technical revisions to update the existing code language to current style.

To alter, rearrange, and extend the boundary lines and corporate limits of the municipality of Skyline in Jackson County.

Relating to sales and use tax; to add a new Section 40-23-4.5, Code of Alabama 1975, to exclude products under Chapter 2A of Title 20 from the producer value added sales and use tax exemption.
