Allows victims of sexual assault to submit a medical forensic exam performed by a licensed health care provider in lieu of a police report in order to establish eligibility for funds under the State Crime Victim Compensation Program.
Prohibits state or municipality from contracts to detain individuals for civil immigration violations, and if such contract exists, it must end by July 1, 2025 and prohibits using public resources to detain those individuals.
Requires automatic expungement of records and records of conviction, if the conviction was for a non-violent misdemeanor, 5 years after completion of the sentence.
Prohibit the family court from detaining any juvenile or committing any juvenile, under the age of 14 years, to the training school, for any offense other than murder, first degree sexual assault, or an attempt to commit such offenses.
Requires the court to set reasonable bail for all those individuals who appear before it as probation violators and establish a presumption of personal recognizance unless the new alleged offense is a crime of violence as defined in the act.
Eliminates requirement of signing with an "X" for voters who cannot sign their name due to blindness, disability, or inability to read/write and establishes a timeframe for local boards to accept mail ballot applications delivered via the postal service.
JOINT RESOLUTION TO APPROVE AND PUBLISH AND SUBMIT TO THE ELECTORS A PROPOSITION OF AMENDMENT TO THE CONSTITUTION -- OF SUFFRAGE (Would propose to the voters of the state a constitutional amendment regarding eligibility to vote and to be a candidate.)
Provides an exemption for certain incarcerated persons from the payment of fees for a first request for vital statistics from the department of health.
Requires the council on elementary and secondary education to draft a written bill of rights for parents or guardians of students who are multilingual learners that safeguard and protect the rights of multilingual learners in public schools.
Authorizes the Department of Elementary and Secondary Education to establish a program to expand the issuance of teaching certificates to bilingual dual language and world language teachers in urban and urban ring schools.
AUTHORIZING THE CITY OF PROVIDENCE TO ISSUE NOT TO EXCEED $400,000,000 GENERAL OBLIGATION BONDS AND NOTES TO FINANCE THE CONSTRUCTION, RELATED DEMOLITION, RENOVATION, IMPROVEMENT, ALTERATION, REPAIR, LANDSCAPING, FURNISHING AND EQUIPPING OF SCHOOLS AND SCHOOL FACILITIES THROUGHOUT THE CITY AND ALL COSTS RELATED THERETO, SUBJECT TO APPROVAL OF STATE HOUSING AID AT A REIMBURSEMENT RATE OR STATE SHARE RATIO OF NOT LESS THAN 75% AT THE TIME OF ISSUANCE AND PROVIDED THAT THE AUTHORIZATION SHALL BE REDUCED BY THE AMOUNT OF CERTAIN GRANTS RECEIVED FROM STATE BOND PROCEEDS, FROM THE RHODE ISLAND DEPARTMENT OF EDUCATION OR FROM THE RHODE ISLAND SCHOOL BUILDING AUTHORITY
IN ACCORDANCE WITH RHODE ISLAND GENERAL LAWS SECTION 16-7-44 APPROVING THE ISSUANCE OF $125,000,000 GENERAL OBLIGATION BONDS, NOTES AND OTHER EVIDENCES OF INDEBTEDNESS OF THE CITY OF PROVIDENCE TO FINANCE THE CONSTRUCTION, RENOVATION, IMPROVEMENT, ALTERATION, REPAIR, LANDSCAPING, FURNISHING AND EQUIPPING OF SCHOOLS AND SCHOOL FACILITIES THROUGHOUT THE CITY AND ALL COSTS RELATED THERETO
