US Representative

Virginia Foxx

Biography

Virginia Foxx has been a prominent figure in the U.S. House of Representatives since her election in January 2005. Representing North Carolina's 5th congressional district, she is a member of the Republican Party and has risen to influential positions within Congress, notably serving as the chair of the Committee on Education and the Workforce and the Committee on Rules. Foxx's education includes a Bachelor of Arts degree from the University of North Carolina at Chapel Hill, followed by a Master's degree in Adult and Community College Education and a Doctorate in Education from the University of North Carolina at Greensboro.

Throughout her tenure, Foxx has been active in various legislative efforts that reflect her commitment to education, fiscal responsibility, and conservative social values. She has sponsored and co-sponsored several bills that align with these priorities. One significant piece of legislation is the Applicants for Federal Grants Certification Act (HB245), which aims to ensure that applicants for federal grants certify compliance with immigration laws. This bill was introduced in early January 2025.

In addition to her focus on education policy, Foxx has taken a strong stance on issues related to funding for abortions, as seen in her sponsorship of the Title X Abortion Provider Prohibition Act (HB343). This bill would prohibit federal family planning grants to entities that perform or fund abortions, barring exceptions in specific cases like rape or when the life of the woman is at risk. Furthermore, her support for the Families' Rights and Responsibilities Act (HB650) emphasizes her commitment to parental rights regarding children's upbringing and education.

Her political leanings are clearly aligned with traditional conservative values. Foxx has consistently supported legislation that limits government intervention in family matters, promotes parental control over education, and reduces federal oversight in numerous sectors including education and healthcare. For example, her involvement in the Protecting Life in Foreign Assistance Act (HB1465) aims to restrict federal funding to organizations linked to the abortion industry. Additionally, she has co-sponsored the Parents Bill of Rights Act (HB5), which enhances parental oversight in the educational system.

Foxx's engagement in issues of law enforcement is also noteworthy, as evidenced by her sponsorship of the Qualified Immunity Act of 2025 (HB503), which seeks to codify the qualified immunity doctrine for law enforcement officers, thereby providing them with legal protections against civil lawsuits unless constitutional rights are clearly established.

In her roles on various committees, including her chairmanship of the Committee on Education and the Workforce, Foxx continues to influence legislation profoundly and champion the causes aligned with her constituents' values. As she approaches the 119th Congress, her legislative agenda remains centered around enhancing educational standards, protecting parental rights, and shaping a favorable environment for conservative policies in healthcare and immigration.
