Requires that any lease of tidal lands, or any license issued to use those lands, be approved by the general assembly, and that the coastal resources management council review all request prior to presentation to the general assembly.
Amends the statutory provisions regarding domestic and foreign insurers and insurer examinations to provide provisions with regard to cybersecurity events involving Rhode Island consumers.
Amends outdated provisions of the banking statutes and the home loan protection act, adds consumer protections, including minimum capital requirements and limits on investments, for currency transmitters, including crypto currency.
Provides that the legislature would be the body that negotiates on behalf of the state for all activities occurring in, on and over state submerged land extending beyond twenty-five (25) acres.
Provides additional exception to prohibition on usage of wireless communication device while driving and clarifies that use for purpose of navigation must be while the device is mounted or otherwise affixed to vehicle and not held in the motorist’s hand.
Requires that public utilities plan utility work in accordance with the state transportation improvement program schedules when working on state roads.
Requires any benefit enhancements afforded under the employees' retirement system of Rhode Island or the municipal employees' retirement system to be amortized over individual five (5) year closed periods.
Amends current law to make denial of a right of footway applicable only to a private right of footway and not to the public right of footway accrued under the doctrine of implied dedication.
