Relates to the convening of a human services employee wage board; requires the commissioner of labor to convene a human services employee wage board comprised of twelve members; requires the wage board to hold hearings and report and make recommendations to the governor and legislature no later than December 31, 2025.
Establishes an "operation SNUG" program within the division of criminal justice services which provides grant awards to reduce, prevent or respond to gun violence.
Enacts the "construction insurance transparency act" to require insurers providing coverage for liability under the scaffold law to report, on an annual basis, to the superintendent of financial services relating to its finances and claims paid thereunder.
Relates to the right to unemployment benefits based on employment with certain educational institutions, including the state university of New York, the city university of New York and public community colleges; clarifies the meaning of certain terms relating to such rights to unemployment benefits.
Expands eligibility for tax abatement for rent-controlled and rent regulated property occupied by persons with disabilities to include individuals who do not meet the non-medical qualifications for SSDI and SSI but, by reason of the individual's disability, the individual is not able to engage in substantial gainful activity as that term is defined by the federal social security administration.
Includes in the class E felony of vehicular assault in the second degree, the causing of serious physical injury while operating a vehicle with suspended, revoked or no license; creates the crime of vehicular homicide.
Includes temporary child care employment agencies and child care educational and training institutions as providers authorized to conduct background clearances.
Requires public notice and public engagement when a general hospital seeks to close entirely or a unit that provides maternity, mental health or substance use care.
Relates to claim settlement practices when an insurer refuses to pay or is delaying payment of a settlement; provides a policyholder a private right of action against such insurer doing business in the state who has refused or delayed payment of an insurance claim.
Requires certain entities to stock opioid antagonists and to store naloxone nasal sprays with or adjacent to automated external defibrillator cabinets.
Establishes the New York state infrastructure bank to monitor and oversee infrastructure projects in the state, and to award financial assistance for such projects in the form of bonds.
Permits an eligible retirement system member to receive, in lieu of an ordinary death benefit, a death benefit such member would otherwise be entitled to receive provided such member is a state-paid judge or justice of the unified court system or a housing judge of the civil court of the city of New York.
