Enacts the small insurer protection act prohibiting the filing of an application for an order of rehabilitation or liquidation of a small insurer on certain grounds unless such order is based on: the superintendent's adoption of a report on examination finding the company insolvent; or the annual or quarterly financial statements of the company, which show that the company's admitted assets do not exceed its liabilities and surplus to policyholders if the company does not maintain reserves in an amount determined reasonable by its independent loss reserve specialist or its appointed actuary.
Permits the admissibility of testimony that a person reported acts of discrimination to another person in a civil trial under the human rights law, including the contents of such report.
Decreases the frequency of lock-down drills in schools; directs that such drills shall be implemented with a trauma-informed approach; permits parents to opt their children out of such drills.
Provides that an employee shall not be required to request reinstatement in order to file a discrimination claim regarding paid family medical leave benefits; permits a private right of action for certain violations as an alternative to a workers' compensation claim; provides for attorneys' fees and costs.
Directs the department of social services to establish a refugee resettlement program with the goals of achieving economic and social self-sufficiency, assisting victims of human trafficking, and assuring proper foster care for unaccompanied refugees.
Prohibits the manufacture, distribution and sale of certain toys and child care products containing phthalates; imposes a civil fine of not less than $10,000 a day for violation of such provisions.
Instructs the state board of elections to create and distribute voting guides to voters containing information about the candidates; mandates that voters receive postcards to notify them of upcoming elections and that television and radio stations also notify their audience of upcoming elections.
Relates to designating blighted property and blighted areas; establishes criteria for designation; provides definition of blighted property and blighted areas; amends definition of substandard or insanitary area by removing the words "slum" and "deteriorated or deteriorating".
Relates to licensing tenant screening bureaus; provides that no person shall act as a tenant screening bureau without first obtaining a license from the department of state.
Establishes a culturally responsive education curriculum and standards; requires all school districts, charter schools and private schools to integrate culturally responsive education throughout the education of all students at all grade levels; establishes a pilot program in culturally responsive education; appropriates $25,000,000 therefor.
