EXPRESSING DEEPEST CONDOLENCES ON THE P ASSING OF THE HONORABLE 
LINCOLN CARTER ALMON D

WHEREAS, It is with deep sadness that this House has learned of the passing of the 1 
Honorable Lincoln Almond, the 72nd Governor of the State of Rhode Island. Mr. Almond was 2 
the beloved husband of Marilyn Almond for 64 years; and 3 
WHEREAS, Lincoln Almond was born in Pawtucket and raised in Central Falls, the son 4 
of Thomas and Elsie Almond. He graduated from Central Falls High School, the University of 5 
Rhode Island and the Boston University School of Law, and served our nation with distinction as 6 
a member of the United States Naval Reserve Submarine Service; and 7 
WHEREAS, Governor Almond was a lawyer by profession, but became best known for 8 
his long career of honest public service and his deep integrity. He began his exemplary public 9 
service career when he served as the Lincoln Town Administrator from 1963 to 1969, where he 10 
fought vigorously to preserve public space and strategically balanced the needs of residents with 11 
industrial development; and 12 
WHEREAS, In 1969, the Honorable Lincoln Almond was appointed to serve as the 13 
United States Attorney for Rhode Island, a position he held from 1969 to 1978, and 1981 to 1993, 14 
becoming one of the longest tenured United States Attorney in American history. As Rhode 15 
Island’s top prosecutor, he tirelessly fought against public corruption, combatted organized crime, 16 
and was a valued and trusted advisor to a number of United States Attorneys General; and 17 
WHEREAS, In 1994, the Honorable Lincoln Almond was elected Governor of the State 18 
of Rhode Island and served with honor, integrity and distinction for eight years. His tenure was 19

marked by his middle ground approach to politics and policy, combining his fiscal conservatism 1 
with moderation on social and cultural issues. Under his watch, Rhode Island expanded its child 2 
healthcare benefits, and its economic development and job creation, as well as supporting much-3 
needed improvements to his alma mater, the University of Rhode Island; and 4 
WHEREAS, Governor Almond loved sports and was a loyal follower of the Rhody Rams 5 
basketball team, always a fixture for home games in section 231 at the Ryan Center. He also 6 
enjoyed watching Red Sox and New England Patriots games, and taking long walks with his wife 7 
Marilyn through the years on the beaches in Wellfleet. In addition, he enjoyed tending to his yard 8 
and lawn, and riding on his prized John Deere lawn tractor. Most of all, Governor Almond was a 9 
loving husband, father and grandfather; and 10 
WHEREAS, In addition to his wife, Marilyn, Governor Almond is survived by his 11 
children, Lincoln Douglas Almond and Amy Elizabeth Cubbage, and his grandchildren, Zachary, 12 
Chase, and Kevin Almond, and Emily and Sarah Cubbage. He also leaves behind his close friend 13 
and political advisor John Holmes, Jr., and was predeceased by his trusted and loyal mentor, 14 
Raymond LaFazia; now, therefore be it 15 
RESOLVED, That this House of the State of Rhode Island hereby expresses its deepest 16 
condolences to the Almond Family on the passing of the Honorable Lincoln Carter Almond; and 17 
be it further 18 
RESOLVED, That the Secretary of State be and hereby is authorized and directed to 19 
transmit duly certified copies of this resolution to Mrs. Marilyn Almond, Lincoln Douglas 20 
Almond and Amy Elizabeth Cubbage. 21
