CONGRATULATING KEVIN M. LYNCH ON BEING NAMED THE PRESIDENT OF THE 
RHODE ISLAND POLICE CHIEFS' ASSOCIATION

WHEREAS, Kevin M. Lynch holds bachelor's and master's degrees from Roger Williams 1 
University and is a graduate of the Leadership Rhode Island Epsilon Class of 2009, and the 2 
Harvard Kennedy School of Government. He currently serves as an adjunct professor of law at 3 
Roger Williams University and Bristol Community College; and 4 
WHEREAS, Chief Lynch began his distinguished thirty-five year law enforcement and 5 
public service career with the Rhode Island Department of Environmental Management-6 
Enforcement Division shortly after graduating from the Rhode Island Municipal Police Academy 7 
in 1988; and 8 
WHEREAS, In early 1999, Chief Lynch transferred to the Cranston Police Department 9 
and steadily rose through the ranks thanks to his tireless work ethic, abiding integrity and sharp 10 
police and investigative skills. He finally reached the rank of commander (Lieutenant Colonel) 11 
and served as the Chief of Administration; and 12 
WHEREAS, Chief Lynch retired from the Cranston Police Department in 2019 and 13 
accepted a position with the Public Utilities Commission, serving as its Deputy Administrator 14 
until being appointed by Governor Raimondo to serve as Interim Administrator; and 15 
WHEREAS, In September of 2019, Chief Lynch was appointed to serve as the Chief of 16 
the Bristol Police Department where he is responsible for the planning, organizing and daily 17 
operations of the entire department. Thanks to Chief Lynch's sterling leadership and guidance, 18 
and to the hardworking police officers under his command, the Town of Bristol was recently 19

named the number-one safest college town in America; and 1 
WHEREAS, On January 13, 2023, the Rhode Island Police Chiefs' Association selected 2 
Chief Lynch to serve as its President. The Rhode Island Police Chiefs' Association was 3 
established in 1950, and includes both active and retired police chiefs and associate members 4 
from nearly 50 municipal, state and campus agencies. It was created with the mission to enhance 5 
the effectiveness of law enforcement, to strengthen the public's confidence in its police 6 
professionals, and to improve the quality of life of its members and the communities they serve. 7 
All of these goals will be enhanced and strengthened by the superb leadership, tireless work ethic, 8 
and immense integrity that will be provided by Chief Lynch; now, therefore be it 9 
RESOLVED, That this House of Representatives of the State of Rhode Island hereby 10 
congratulates Bristol Police Chief Kevin M. Lynch on being named President of the Rhode Island 11 
Police Chiefs' Association and thanks him for his thirty-five years of meritorious and honorable 12 
service to the citizens of Rhode Island as a law enforcement officer and public servant; and be it 13 
further 14 
RESOLVED, That the Secretary of State be and hereby is authorized and directed to 15 
transmit a duly certified copy of this resolution to Chief Kevin M. Lynch. 16
