RELATING TO BUSINESSES AND PROFESSIONS -- PROFESSIONAL LICENSE
REINSTATEMENT ACT

It is enacted by the General Assembly as follows:
SECTION 1. Title 5 of the General Laws entitled "BUSINESSES AND PROFESSIONS" 1
is hereby amended by adding thereto the following chapter: 2
CHAPTER 93 3
PROFESSIONAL LICENSE REINSTATEMENT ACT 4
5-93-1. Short title. 5
This chapter shall be known and may be cited as the "Professional License Reinstatement 6
Act." 7
5-93-2. License reinstatement COVID-19. 8
(a) Any individual required to be licensed by any state agency pursuant to title 5 or any 9
chapter of the general laws that issues licenses including, but not limited to, the department of 10
business regulation (DBR) and the department of health (DOH), and who, as a result of 11
noncompliance with any general or special law, mandate, rule, or regulation, which was enacted or 12
implemented due to the declaration of disaster emergency caused by COVID-19 shall have the 13
license reinstated immediately upon notice furnished to the appropriate licensing authority. 14
(b) "Notice", for purposes of this section, means any written or electronic communication 15
including phone or email that informs the licensing authority of the desire to have the professional 16
license reinstated. 17

noncompliance with a COVID-19 mandate. 2
