2222 It is enacted by the General Assembly as follows:
2323 SECTION 1. Title 16 of the General Laws entitled "EDUCATION" is hereby amended by 1
2424 adding thereto the following chapter: 2

2626 BUILDING OPPORTUNITIES IN OUT -OF-SCHOOL TIME 4
2727 16-112-1. Short title. 5
2828 This act shall be known and may be cited as "Building Opportunities in Out-of-School 6
2929 Time". 7
3030 16-112-2. Purpose. 8
3131 The purpose of this chapter is to provide funding to support comprehensive and effective 9
3232 afterschool, school vacation summer learning and workforce development programming for 10
3333 students in grades kindergarten through twelve (K-12). 11
3434 16-112-3. Funding. 12
3535 (a) The general assembly shall allocate no less than four million dollars ($4,000,000) per 13
3636 fiscal year to invest in: 14
3737 (1) High-quality afterschool and out-of-school ("OST") programs and instructors; 15
3838 (2) Quality assistance supports for educator professional development; 16
3939 (3) Workforce development and funding for a pipeline of high-quality youth development 17
4040 professionals; and 18
4141 (4) Funding for retention and professional development. 19

4545 (b) Recipients of funding may include nonprofit organizations, local governments, 1
4646 universities and local education authorities. 2
4747 16-112-4. Department of education. 3
4848 (a) The Rhode Island department of elementary and secondary education shall create a 4
4949 competitive request for proposals process to allocate funding for each fiscal year. 5
5050 (b) Only programs that adhere to the Rhode Island afterschool quality standards and 6
5151 indicators shall be funded. 7
5252 (c) Applicants shall detail funds received from all public sources for existing afterschool, 8
5353 summer learning and workforce development programs and the types of students and programs 9
5454 served by the funds. 10
5555 (d) Priority shall be given to those programs that seek to support: 11
5656 (1) Equity, diversion, inclusion and accessibility; 12
5757 (2) Low-income families, youth with disabilities, multi-language learners, and youth and 13
5858 families who have challenges with access to services; and 14
5959 (3) Offering youth a broad array of additional resources, educational programs, social 15
6060 emotional learning opportunities and civic learning engagements presented in multiple ways, 16
6161 including twenty-first century learning skills supported through youth engagement in STEM 17
6262 (science, technology, engineering and math) arts and other collaborative programs that are designed 18
6363 to prepare youth for learning and traditional academic programs. 19
6464 (e) The department of education shall consult with the department of human services to 20
6565 maximize the provision of services and coordinate programs and services for youth during 21
6666 programs funded by this chapter. 22
6767 16-112-5. Reporting. 23
6868 The department of elementary and secondary education shall send a written report to the 24
6969 general assembly and the governor no later than December 31 of each year on the status and 25
7070 progress of the program authorized by this chapter. 26
7171 SECTION 2. This act shall take effect upon passage. 27
