28 | 28 | | This act shall be known and may be cited as "Building Opportunities in Out-of-School 6 |

30 | 30 | | 16-112-2. Purpose. 8 |

31 | 31 | | The purpose of this chapter is to provide funding to support comprehensive and effective 9 |
---|
32 | 32 | | afterschool, school vacation summer learning and workforce development programming for 10 |
---|
33 | 33 | | students in grades kindergarten through twelve (K-12). 11 |

34 | 34 | | 16-112-3. Funding. 12 |
---|
35 | 35 | | (a) The general assembly shall allocate no less than four million dollars ($4,000,000) per 13 |
---|
36 | 36 | | fiscal year to invest in: 14 |
---|
37 | 37 | | (1) High-quality afterschool and out-of-school ("OST") programs and instructors; 15 |
---|
38 | 38 | | (2) Quality assistance supports for educator professional development; 16 |
---|
39 | 39 | | (3) Workforce development and funding for a pipeline of high-quality youth development 17 |
---|
40 | 40 | | professionals; and 18 |
---|
41 | 41 | | (4) Funding for retention and professional development. 19 |

48 | 48 | | (a) The Rhode Island department of elementary and secondary education shall create a 4 |
---|
49 | 49 | | competitive request for proposals process to allocate funding for each fiscal year. 5 |
---|
50 | 50 | | (b) Only programs that adhere to the Rhode Island afterschool quality standards and 6 |
---|
51 | 51 | | indicators shall be funded. 7 |
---|
52 | 52 | | (c) Applicants shall detail funds received from all public sources for existing afterschool, 8 |
---|
53 | 53 | | summer learning and workforce development programs and the types of students and programs 9 |
---|
54 | 54 | | served by the funds. 10 |
---|
55 | 55 | | (d) Priority shall be given to those programs that seek to support: 11 |
---|
56 | 56 | | (1) Equity, diversion, inclusion and accessibility; 12 |
---|
57 | 57 | | (2) Low-income families, youth with disabilities, multi-language learners, and youth and 13 |
---|
58 | 58 | | families who have challenges with access to services; and 14 |
---|
59 | 59 | | (3) Offering youth a broad array of additional resources, educational programs, social 15 |
---|
60 | 60 | | emotional learning opportunities and civic learning engagements presented in multiple ways, 16 |
---|
61 | 61 | | including twenty-first century learning skills supported through youth engagement in STEM 17 |
---|
62 | 62 | | (science, technology, engineering and math) arts and other collaborative programs that are designed 18 |
---|
63 | 63 | | to prepare youth for learning and traditional academic programs. 19 |
---|
64 | 64 | | (e) The department of education shall consult with the department of human services to 20 |
---|
65 | 65 | | maximize the provision of services and coordinate programs and services for youth during 21 |
---|
66 | 66 | | programs funded by this chapter. 22 |
---|
67 | 67 | | 16-112-5. Reporting. 23 |
---|
68 | 68 | | The department of elementary and secondary education shall send a written report to the 24 |
---|
69 | 69 | | general assembly and the governor no later than December 31 of each year on the status and 25 |
---|
70 | 70 | | progress of the program authorized by this chapter. 26 |
---|
