RELATING TO MOTOR AN D OTHER VEHICLES -- CERTIFICATES OF TITLE AND 
SECURITY INTERESTS

It is enacted by the General Assembly as follows: 
SECTION 1. Section 31-3.1-38 of the General Laws in Chapter 31-3.1 entitled 1 
"Certificates of Title and Security Interests" is hereby amended to read as follows: 2 
31-3.1-38. Effective dates -- Applicability. 3 
This chapter shall apply to all model vehicles; provided, however, that designated as 2001 4 
models and all subsequent model year vehicles. All all vehicles designated as model years prior to 5 
2001 shall be excluded from these provisions not be required to be issued a title certificate until 6 
ownership is transferred or the current owner creates a security interest in the vehicle; provided, 7 
further that, nothing herein shall prohibit the issuance of a title certificate to the current owner upon 8 
application and payment of a fee of fifty dollars ($50.00). 9 
SECTION 2. This act shall take effect on January 1, 2024. 10

This act would provide that all vehicle model years prior to 2001 would not be required to 1 
be issued a title certificate until ownership is transferred or the current owner creates a security 2 
interest in the vehicle. 3 
This act would take effect on January 1, 2024. 4
