25 | 25 | | WHEREAS, Rhode Island General Laws § 16-3.2-1 states “…the general assembly is 3 |

26 | 26 | | committed to developing and supporting strategies that foster cultures of excellence, innovation, 4 |

27 | 27 | | and continuous improvement in Rhode Island schools” and that schools benefit from “…the 5 |

28 | 28 | | autonomy and flexibility to continuously improve instruction and implement and adopt strategies 6 |

30 | 30 | | WHEREAS, With the horrendous increase in mass shootings across the country and the 8 |

31 | 31 | | rapid advances in information technology systems and fields, investment in these areas is critical 9 |

32 | 32 | | to the success of Rhode Island’s students; now, therefore be it 10 |

33 | 33 | | RESOLVED, That there is hereby appropriated, out of any money in the treasury from 11 |

34 | 34 | | the fifty million dollars ($50,000,000) in capital funds allocated to school construction in the 12 |

35 | 35 | | fiscal year 2023 state budget, the approximate sum of thirty million dollars ($30,000,000) of 13 |

36 | 36 | | which one hundred thousand dollars ($100,000) would be distributed to each public school in 14 |

37 | 37 | | Rhode Island for school safety and security improvements including, but not limited to, audio and 15 |
