2323 WHEREAS, According to RIDE’s Information & Accountability data, Rhode Island has 1
2424 300 public schools from which it collects and analyzes data; and 2
2525 WHEREAS, Rhode Island General Laws § 16-3.2-1 states “…the general assembly is 3
2626 committed to developing and supporting strategies that foster cultures of excellence, innovation, 4
2727 and continuous improvement in Rhode Island schools” and that schools benefit from “…the 5
2828 autonomy and flexibility to continuously improve instruction and implement and adopt strategies 6
2929 that meet the needs of their students”; and 7
3030 WHEREAS, With the horrendous increase in mass shootings across the country and the 8
3131 rapid advances in information technology systems and fields, investment in these areas is critical 9
3232 to the success of Rhode Island’s students; now, therefore be it 10
3333 RESOLVED, That there is hereby appropriated, out of any money in the treasury from 11
3434 the fifty million dollars ($50,000,000) in capital funds allocated to school construction in the 12
3535 fiscal year 2023 state budget, the approximate sum of thirty million dollars ($30,000,000) of 13
3636 which one hundred thousand dollars ($100,000) would be distributed to each public school in 14
3737 Rhode Island for school safety and security improvements including, but not limited to, audio and 15
3838 visual systems, access control systems, and communication upgrades; and the state controller is 16
3939 hereby authorized and directed to draw his orders upon the general treasurer for the payment of 17
