2323 It is enacted by the General Assembly as follows:
2424 SECTION 1. Title 28 of the General Laws entitled "LABOR AND LABOR RELATIONS" 1
2525 is hereby amended by adding thereto the following chapter: 2

2828 28-60-1. Definitions. 5
2929 The following words and phrases, as used in this chapter, have the following meanings: 6
3030 (1) "Department" means the department of labor and training; 7
3131 (2) "Reentry community" means those individuals who are transitioning out of a carceral 8
3232 facility under the purview of the department of corrections or from involvement with the criminal 9
3333 justice system; 10
3434 (3) "Workforce development training" means such activities and programming as are 11
3535 administered by the department of labor and training for the job placement, upskilling, or career 12
3636 advancement of Rhode Island workers. 13
3737 28-60-2. Annual appropriation. 14
3838 There shall be an annual appropriation of six hundred thousand dollars ($600,000) directed 15
3939 to the department for the purposes of providing workforce development training to members of the 16
4040 reentry community. 17

4545 (a) The department of labor and training shall collaborate with the department of 1
4646 corrections to determine the makeup of the reentry community. 2
4747 (b) The department shall work with employers in the state to align workforce development 3
4848 training with accessible jobs and shall supply necessary supports and services to promote the 4
4949 prompt employment of the individuals provided workforce development training. 5
5050 (c) The department shall prepare a report provided to the governor, the senate president 6
5151 and the speaker of the house annually no later than January 1, indicating the number of members 7
5252 of the reentry community served under this program and the percentage placed in employment after 8
5353 receiving services. 9
5454 SECTION 2. This act shall take effect on July 1, 2023. 10
