2626 WHEREAS, Incarcerated women are disproportionately low-income, minoritized, and 1
2727 mothers, as well as having less educational and work experience than the general population. 2
2828 Mental illness, drug abuse, and high rates of PTSD and substance-use disorders, are common 3
2929 problems among female detainees who have often also been victims of abuse themselves; and 4
3030 WHEREAS, Findings from a recent panel tasked with finding ways to reduce 5
3131 incarceration among women in Rhode Island determined that there is an overwhelming need for 6
3232 significantly more support services and transitional housing for this population; and 7
3333 WHEREAS, In order to formulate a structured decision-making tool or process in order 8
3434 to prepare a Request For Proposal (RFP) to transition females in the criminal justice system 9
3535 toward more positive outcomes, detailed information on current protocols, housing options, 10
3636 associated costs, and any potential additional methods, policies and programs is needed; now, 11
3737 therefore be it 12
3838 RESOLVED, That this House of Representatives of the State of Rhode Island hereby 13
3939 respectfully requests the RI Department of Human Services, in consultation with the RI 14
4040 Department of Corrections to submit a report to the General Assembly on or before January 5, 15
4141 2024, including, but not limited to: 16
4242  Available and potential transitional housing with identification and coordination of 17
4343 potential and existing associated costs and funding sources; 18

4747  Available assistance for formerly incarcerated individuals in obtaining and 1
4848 maintaining long-term stable housing and short-term housing through homeless 2
4949 shelters and federal housing; 3
5050  Private, not-for-profit organizations, for-profit organizations, and public agencies who 4
5151 offer housing services that serve the needs of female incarcerated individuals; 5
5252  Current access to social and support services as well as assistance with enrollment in 6
5353 state and federal benefits and potential additional services and programs with 7
5454 associated costs and funding methods; 8
5555  Identification and coordination of all potential and existing funding; 9
5656  Current access to high-quality integrated behavioral healthcare that is focused on 10
5757 prevention, intervention, and treatment and any additional services needed to facilitate 11
5858 positive outcomes for current and formerly incarcerated individuals with current and 12
5959 potential costs and funding sources; 13
6060  Assessment of health care needs for female incarcerated individuals; 14
6161  Responsibility for post-release supervision details and potential improvement 15
6262 recommendations including detailed information on current assessment and case 16
6363 management tools targeting continuous reentry planning, beginning at the point of 17
6464 admission to the criminal justice system, and working through pre- and post-release; 18
6565  Process for the continuous and appropriate delivery of drug treatment, medical care, 19
6666 job training and placement, educational services, cognitive behavioral therapy and/or 20
6767 other services essential to reentry; 21
6868  Methods used to determine the efficacy effectiveness of programs and services 22
6969 provided; 23
7070  A comprehensive assessment tool that combines validated risk and needs assessments 24
7171 with suggested supervision strategies for case planning that addresses specific goals 25
7272 and needed services; and 26
7373  The utilization or development of new employment opportunities for this population; 27

7575 RESOLVED, That the Secretary of State be and hereby is authorized and directed to 29
7676 transmit duly certified copies of this resolution to the Honorable Daniel McKee, Governor of the 30
