MAKING AN APPROPRIATION OF $35,000 TO THE RHODE ISLAND FILM AND
TELEVISION OFFICE TO FUND A SENIOR SYSTEMS DESIGN PROGRAMMER

WHEREAS, Within the Rhode Island Council on the Arts, there is established a separate, 1
distinct office entitled the “Rhode Island film and television office.” This office was established 2
in order to promote and encourage film and television productions within the State of Rhode 3
Island and is also responsible for the review of applications of motion picture productions; and 4
WHEREAS, The film office is required to review completed certification applications in 5
order to determine whether the certification of a production meets the requisite criteria and 6
qualifications and is subsequently required to issue a notice of initial certification to the motion 7
picture production company and to the tax administrator; and 8
WHEREAS, A Senior Systems Design Programmer position was originally instituted in 9
the General Assembly’s budget a decade ago, but was cut to a part-time position by then-10
Governor Donald Carcieri; and 11
WHEREAS, Since that time, the responsibilities of the Rhode Island film and television 12
office have increased ten-fold and the necessity to restore the position to full time is essential; 13
now, therefore be it 14
RESOLVED, That there is hereby appropriated, out of any money in the treasury not 15
otherwise appropriated for the fiscal year 2023-2024, the sum of thirty-five thousand dollars 16
($35,000) to the Rhode Island Film and Television Office to fund a senior systems design 17
programmer for the upcoming year; and the state controller is hereby authorized and directed to 18
draw his orders upon the general treasurer for the payment of said sum, or so much thereof as 19

may be from time to time required, upon receipt of properly authenticated vouchers. 1
