2323 WHEREAS, Within the Rhode Island Council on the Arts, there is established a separate, 1
2424 distinct office entitled the “Rhode Island film and television office.” This office was established 2
2525 in order to promote and encourage film and television productions within the State of Rhode 3
2626 Island and is also responsible for the review of applications of motion picture productions; and 4
2727 WHEREAS, The film office is required to review completed certification applications in 5
2828 order to determine whether the certification of a production meets the requisite criteria and 6
2929 qualifications and is subsequently required to issue a notice of initial certification to the motion 7
3030 picture production company and to the tax administrator; and 8
3131 WHEREAS, A Senior Systems Design Programmer position was originally instituted in 9
3232 the General Assembly’s budget a decade ago, but was cut to a part-time position by then-10
3333 Governor Donald Carcieri; and 11
3434 WHEREAS, Since that time, the responsibilities of the Rhode Island film and television 12
3535 office have increased ten-fold and the necessity to restore the position to full time is essential; 13
3636 now, therefore be it 14
3737 RESOLVED, That there is hereby appropriated, out of any money in the treasury not 15
3838 otherwise appropriated for the fiscal year 2023-2024, the sum of thirty-five thousand dollars 16
3939 ($35,000) to the Rhode Island Film and Television Office to fund a senior systems design 17
4040 programmer for the upcoming year; and the state controller is hereby authorized and directed to 18
4141 draw his orders upon the general treasurer for the payment of said sum, or so much thereof as 19
