HONORING LUCY ROSE-CORREIA FOR RECEIVING THE "ORDEM DO DRAGOEIRO" 
(ORDER OF THE DRAGON TREE) ON BEHALF OF THE STATE OF RHODE ISLAND 
FROM THE PRESIDENT OF CABO VERDE (CAPE VERDE) THE HONORABLE 
PRESIDENT JOSE MARIA PEREIRA NEVES

WHEREAS, Lucy Rose-Correia is a Rhode Island native who grew up in East 1 
Providence. She attained a Bachelor’s degree in business management from Lesley University, 2 
and a Master’s degree from Salve Regina in Leadership Dynamics and Practice. She is also a 3 
graduate of Leadership, Rhode Island, Class of 2015, and holds both SPHR and SHRM-SCP 4 
certifications in Human Resources; and 5 
WHEREAS, Ms. Rose-Correia currently serves as the Chief of Talent & Learning at 6 
Children’s Friend, a respected child-serving nonprofit agency. She is also the founder of Qualia 7 
Life Coaching, and had previously worked as a Human Resources Business partner for 8 
Neighborhood Health Plan of Rhode Island; and 9 
WHEREAS, With a strong reputation for her amazing business acumen, Ms. Rose-10 
Correia was awarded the Providence Business Award, and often utilizes her skills to help advance 11 
and support Cape Verdean culture; and 12 
WHEREAS, Ms. Rose-Correia is founder and serves as President of the Cape Verdean 13 
Memorial Project, with the purpose and goal of installing a monument in the Rhode Island 14 
Veterans Memorial Cemetery in recognition of Cape Verdean veterans' service to the United 15 
States; and 16 
WHEREAS, Thanks to Ms. Rose-Correia's tenacity and tireless work, a monument was 17 
installed in the Rhode Island Veterans Memorial Cemetery on September 30, 2018, in recognition 18

of the military service provided to the United States by Cape Verdean veterans; and 1 
WHEREAS, The keynote Speaker at the installation was Major General (now General) 2 
Gary Brito, the highest-ranking officer of Cape Verdean descent in the United States Armed 3 
Forces. This memorial was the first of its kind at a State/federal funded site; and    4 
WHEREAS, Cape Verdean immigrants were the first African people to settle freely in 5 
the United States, and many of them served and fought bravely in the United States military, an 6 
historical fact that is celebrated in Exeter with the Cape Verdean Veterans Memorial, the first of 7 
its kind in the United States; and 8 
WHEREAS, Many brave Cape Verdeans, and people of Cape Verdean heritage, have 9 
fought, and perished, in service to our nation and in support of freedom in all of America’s wars 10 
from the American Revolution, to the Civil War, World Wars I and II, Korea, Vietnam, in Iraq 11 
and Afghanistan; and 12 
WHEREAS, Americans of Cape Verdean heritage have also contributed much to the 13 
fabric of the United States and all that makes our nation a unique place on the world stage. They 14 
have contributed much to our nation’s social life, economic success, and the arts and culture, and 15 
they continue today to enrich our lives in many ways; and 16 
WHEREAS, In recognition of the special relationship between Cabo Verde and the 17 
United States, of all the important contributions Americans of Cape Verdean heritage have made 18 
to our nation, and in recognition of the Cape Verde Veterans Memorial in Exeter, the President of 19 
Cabo Verde, the Honorable President Jose Maria Pereira Neves presented the “Ordem do 20 
Dragoeiro” (Order of the Dragon Tree) to Lucy Rose-Correia on the fifth annual Anniversary of 21 
the dedication of the first monument erected in the United States to honor the military service of 22 
the men and women of Cape Verdean descent; and 23 
WHEREAS, Thanks to Ms. Rose-Correia, the Cape Verdean Veterans Monument is 24 
located in a public space and will forever serve as a lasting representation of Cape Verdean 25 
immigration to the United States, their successful integration, their brave service in support of the 26 
United States and the many contributions they have made over the years that has greatly enriched 27 
our nation; now, therefore be it 28 
RESOLVED, That this House of Representatives of the State of Rhode Island hereby 29 
congratulates Lucy Rose-Correia on receiving the “Ordem do Drageiro”, (Order of the Dragon), 30 
on behalf of the State of Rhode Island; and be it further 31 
RESOLVED, That the Secretary of State be and hereby is authorized and directed to 32 
transmit a duly certified copy of this resolution to Lucy Rose-Correia, President of the Cape   33
