HONORING AND THANKIN G SALLY STRACHAN FOR H ER SERVICE AND
CONTRIBUTIONS TO THE BETTERMENT OF THE STATE OF RHODE ISLAND

WHEREAS, Sally Strachan is a woman of immense and varied talents. She was born and 1
spent her youth in the South, attending Emory University and the University of South Carolina. 2
Her educational and certification background also includes an Executive Leadership Program, 3
Cornell University, a Registered Representative through the National Association of Securities 4
Dealers and Financial Industry Regulatory Authority, and a General Registered Representative 5
with the Securities Association, United Kingdom; and 6
WHEREAS, Ms. Strachan began what would become a lifetime of amazing 7
accomplishments and altruistic endeavors as an Information Specialist with the Centers for 8
Disease Control and Prevention in Atlanta, followed by serving as a Senior Technical Staff 9
member at Princeton University. In 1985, she joined Bankers Trust Company as a Vice President, 10
and in 1993, was Senior Vice President at Guy Carpenter/Marsh & McLennan in New York City 11
and London; and 12
WHEREAS, To the good fortune of our State, Ms. Strachan moved to Rhode Island in 13
2008, after more than twenty years in New York, when she was appointed as Administrator & 14
Registrar for the RI Division of Motor Vehicles; and 15
WHEREAS, Since 2011, Ms. Strachan has been a part of Strategic Leadership and 16
Organizational Development for the "Power of Possible" a management and organizational 17
consulting company where she developed "the Rubber Band Theory" which teaches people and 18
organizations to perform more efficiently with "game-changing approaches beyond what was 19

thought possible"; and 1
WHEREAS, Ms. Strachan has also extended her expertise to numerous important State 2
endeavors including serving as Chair of the R.I. State House Restoration Society, performing 3
research and work on a wide range of issue-oriented and political campaigns, serving as a board 4
member of the Newport Music Festival and First Works, and as a member of the Community 5
Advisory Board for the Junior League of Rhode Island, Board of Directors; and 6
WHEREAS, Providing invaluable assistance and leaving an indelible mark, Ms. Strachan 7
spear-headed efforts to restore the Providence Public Library (PPL) and served in a variety of 8
capacities including Corporator and Trustee and as a member of PPL's Capital Campaign and 9
Facilities Committees; and 10
WHEREAS, "A born and bred Southerner at heart", Ms. Strachan will sadly be leaving 11
her beautiful historic home in Providence and returning to her roots, but she will undoubtedly 12
continue to enhance, vitalize and become an invaluable part of her new community in Greenville, 13
South Carolina; now, therefore be it 14
RESOLVED, That this House of Representatives of the State of Rhode Island hereby 15
honors and thanks Sally Strachan for all she has accomplished in bettering Rhode Island and 16
moreover extends sincerest wishes for her continued success and all the very best that life has to 17
offer; and be it further 18
RESOLVED, That the Secretary of State be and hereby is authorized and directed to 19
transmit a duly certified copy of this resolution to Sally Strachan. 20
