29 | 29 | | WHEREAS, As more households adopt EVs, consumers must be encouraged to use 6 |

30 | 30 | | energy during off-peak times to lower demand on the system when it is highest to maintain 7 |

31 | 31 | | system reliability and minimize fossil fuel use; and 8 |

32 | 32 | | WHEREAS, Through the use of smart-charging programs, utilities can develop rebate 9 |

33 | 33 | | programs and rate differentials that shift consumers to off-peak electricity use and will in turn 10 |
