2222 WHEREAS, In partnership with the Rhode Island Department of Labor and Training, 1
2323 Rhode Island Commerce, the Rhode Island Building and Construction Trades Council and 2
2424 Building Futures, and Revolution Wind, the Community College of Rhode Island will establish 3
2525 the State's first Global Wind Organization (GWO) training certificate program at the Flanagan 4
2626 campus in Lincoln; and 5
2727 WHEREAS, GWO training -- the international standard for offshore wind safety training 6
2828 -- provides essential safety training for workers engaged in offshore wind farm construction and 7
2929 operations; and 8
3030 WHEREAS, The U.S. Department of Energy estimates 43,000 new jobs will be created 9
3131 in the offshore wind market by 2030. It is estimated that over the next decade, offshore wind 10
3232 farms will create as many as 3,000 jobs in New England and generate an economic impact that 11
3333 could reach $2 billion regionally; and 12
3434 WHEREAS, The GWO training certificate program will initially certify up to 125 Rhode 13
3535 Islanders to be eligible to work in the offshore wind industry and will play a key role in 14
3636 establishing a pipeline of Rhode Island workers to construct the nation's first offshore wind farm 15
3737 off the coastal waters of Rhode Island; and 16
3838 WHEREAS, In furtherance of establishing the GWO training certificate program, the 17
3939 Community College of Rhode Island applied for and received a grant of $500,000 from 18
4040 Revolution Wind; and 19

4444 WHEREAS, It is necessary and essential for additional funding to be provided to 1
4545 supplement the grant funds for the purpose of completing the build out projects required to 2
4646 establish the GWO training certificate program; now, therefore be it 3
4747 RESOLVED, That there is hereby appropriated, out of any money in the treasury not 4
4848 otherwise appropriated for the fiscal year 2023-2024, the sum of four hundred thousand dollars 5
4949 ($400,000) to the Community College of Rhode Island for the build out of the Flanagan Campus 6
5050 Field House to establish a GWO training certificate program; and the state controller is hereby 7
5151 authorized and directed to draw his orders upon the general treasurer for the payment of said sum, 8
5252 or so much thereof as may be from time to time required, upon receipt of properly authenticated 9
5353 vouchers. 10
