22	22	WHEREAS, In partnership with the Rhode Island Department of Labor and Training, 1
23	23	Rhode Island Commerce, the Rhode Island Building and Construction Trades Council and 2
24	24	Building Futures, and Revolution Wind, the Community College of Rhode Island will establish 3
25	25	the State's first Global Wind Organization (GWO) training certificate program at the Flanagan 4
26	26	campus in Lincoln; and 5
27	27	WHEREAS, GWO training -- the international standard for offshore wind safety training 6
28	28	-- provides essential safety training for workers engaged in offshore wind farm construction and 7
29	29	operations; and 8
30	30	WHEREAS, The U.S. Department of Energy estimates 43,000 new jobs will be created 9
31	31	in the offshore wind market by 2030. It is estimated that over the next decade, offshore wind 10
32	32	farms will create as many as 3,000 jobs in New England and generate an economic impact that 11
33	33	could reach $2 billion regionally; and 12
34	34	WHEREAS, The GWO training certificate program will initially certify up to 125 Rhode 13
35	35	Islanders to be eligible to work in the offshore wind industry and will play a key role in 14
36	36	establishing a pipeline of Rhode Island workers to construct the nation's first offshore wind farm 15
37	37	off the coastal waters of Rhode Island; and 16
38	38	WHEREAS, In furtherance of establishing the GWO training certificate program, the 17
39	39	Community College of Rhode Island applied for and received a grant of $500,000 from 18
40	40	Revolution Wind; and 19

44	44	WHEREAS, It is necessary and essential for additional funding to be provided to 1
45	45	supplement the grant funds for the purpose of completing the build out projects required to 2
46	46	establish the GWO training certificate program; now, therefore be it 3
47	47	RESOLVED, That there is hereby appropriated, out of any money in the treasury not 4
48	48	otherwise appropriated for the fiscal year 2023-2024, the sum of four hundred thousand dollars 5
49	49	($400,000) to the Community College of Rhode Island for the build out of the Flanagan Campus 6
50	50	Field House to establish a GWO training certificate program; and the state controller is hereby 7
51	51	authorized and directed to draw his orders upon the general treasurer for the payment of said sum, 8
52	52	or so much thereof as may be from time to time required, upon receipt of properly authenticated 9
