2023 -- S 0133 ======== LC000138 ======== S TATE OF RHODE IS LAND IN GENERAL ASSEMBLY JANUARY SESSION, A.D. 2023 ____________ A N A C T RELATING TO CRIMINAL OFFENSES -- WEAPONS Introduced By: Senators LaMountain, Quezada, McKenney, Euer, and Burke Date Introduced: February 01, 2023 Referred To: Senate Judiciary It is enacted by the General Assembly as follows: SECTION 1. Section 11-47-15 of the General Laws in Chapter 11-47 entitled "Weapons" 1 is hereby amended to read as follows: 2 11-47-15. Proof of ability required for license or permit. 3 No person shall be issued a license or permit to carry a pistol or revolver concealed upon 4 his or her the person pursuant to § 11-47-11 or § 11-47-18 until he or she has the person has 5 successfully completed a firearm safety course taught by any person certified by a nationally- 6 recognized organization that fosters safety in firearms, or any state certified or National Rifle 7 Association certified firearms instructor, or a certified military firearms instructor, or by a private 8 or public education institution or a firearms training school, including a hunter safety course 9 sponsored by the department of environmental management, that provides, at a minimum, a total 10 of at least two (2) hours of training at a firing range and a total of at least four (4) hours of classroom 11 or remote instruction on topics to include, but not limited to, live fire demonstrations, safely loading 12 and unloading firearms, clearing jams and malfunctions, safe storage, proper firing methods and at 13 least one hour of instruction by an attorney licensed in this state on the law of self-defense. 14 Additionally, no license or permit shall be issued until the applicant has presented certification as 15 prescribed in § 11-47-16 that he or she has the person has qualified with a pistol or revolver of a 16 caliber equal to or larger than the one he or she intends the person intends to carry, that qualification 17 to consist of firing a score of one hundred ninety-five (195) or better out of a possible score of three 18 hundred (300) with thirty (30) consecutive rounds at a distance of twenty-five (25) yards on the 19 LC000138 - Page 2 of 3 army “L” target, firing “slow” fire. The “slow” fire course shall allow ten (10) minutes for the firing 1 of each of three (3) ten (10) shot strings. 2 SECTION 2.
