2323 It is enacted by the General Assembly as follows:
2424 SECTION 1. Section 46-23-4.1 of the General Laws in Chapter 46-23 entitled "Coastal 1
2525 Resources Management Council" is hereby amended to read as follows: 2
2626 46-23-4.1. The commissioner of coastal resources management The executive director 3

2828 The council governor shall engage a commissioner appoint, with the advice and consent of 5
2929 the senate, an executive director of coastal resources management who shall be an employee of the 6
3030 council and who shall not be a member of the council. The commissioner executive director shall 7
3131 coordinate and liaison with the director of the department of environmental management, and his 8
3232 or her staff shall be at the same staff level as the other commissioners executive directors, and the 9
3333 executive director shall work directly with the other commissioners division leaders. The 10
3434 commissioner executive director of coastal resources management shall be in the unclassified 11
3535 service. The duties and powers of the commissioner of coastal resources management shall be 12
3636 determined by the council. The council shall not engage a commissioner of coastal resources 13
3737 management for more than five (5) years; provided, however, that the council may renew its 14
3838 contract with the commissioner of coastal resources management. The primary duty and 15
3939 responsibility of the executive director shall be to continue planning for and management of the 16
4040 resources of the state's coastal region. 17

5858 This act would create the appointment by the governor, with the advice and consent of the 1
5959 senate, of an executive director of coastal resources management, who shall be an employee of the 2
6060 coastal resources management council who shall coordinate and liaison with the director of the 3
6161 department of environmental management, whose staff shall be at the same levels as other 4
6262 executive directors; work directly with other division leaders; be in an unclassified service; and, 5
6363 whose purpose would be to continue planning and management of coastal resources. 6
