| 23 | 23 | | SECTION 1. Title 31 of the General Laws entitled "MOTOR AND OTHER VEHICLES" 1 |

| 28 | 28 | | Notwithstanding any general law, rule or regulation to the contrary, no fines and/or costs 6 |

| 29 | 29 | | assessed as a result of a motor vehicle violation(s) of title 31 may be collected against the motorist 7 |
