2222 It is enacted by the General Assembly as follows:
2323 SECTION 1. Section 30-24-3 of the General Laws in Chapter 30-24 entitled "Rhode Island 1
2424 Veterans’ Home" is hereby amended to read as follows: 2
2525 30-24-3. Administrator — Advisory council. 3
2626 (a) The director of veterans services shall appoint an administrator for the Rhode Island 4
2727 veterans’ home who shall be an honorably discharged veteran of the United States Armed Forces 5
28-the most qualified applicant who has been issued a nursing home administrator license pursuant to 6
29-chapter 45 of title 5. In reviewing the applicants, the director shall consider an applicant's military 7
30-service as a factor in the process of determining the most qualified applicant. 8
31-(b) There shall be an advisory council for veterans’ affairs, consisting of not more than 9
32-fifteen (15) qualified electors of this state, ten (10) of whom shall be honorably discharged veterans 10
33-of the armed forces of the United States; twelve (12) of the members shall be appointed by the 11
34-governor, consisting of a member designated by each of the various state departments of the active 12
35-federally chartered veteran organizations, and the remaining member or members at large; 13
36-provided, however, that each of those departments of veteran organizations shall have, and continue 14
37-to have, at least one member on the advisory council for veterans’ affairs; and, provided further, 15
38-that one member shall be a female veteran, one member shall be a minority veteran; one member 16
39-of the house of representatives, to be appointed by the speaker of the house of representatives, and 17
40-one member from the senate, to be appointed by the president of the senate. The members of the 18

61-This act would require that the administrator for the Rhode Island veterans' home be the 1
62-most qualified applicant possessing a nursing home administrator license pursuant to chapter 45 of 2
63-title 5. The act would remove the requirements that an applicant be an honorably discharged 3
64-veteran, but military service would be a factor to be considered in determining the most qualified 4
65-applicant. 5
66-This act would take effect upon passage. 6
