PROCLAIMING JUNE 1-7, 2023, TO BE "NATIONAL CARDIOPULMONARY 
RESUSCITATION AND AUTOMATED EXTERNAL DEF IBRILLATOR WEEK" IN RHODE 
ISLAND

WHEREAS, Heart Disease is the leading cause of death in the United States for men, 1 
women, and most racial and ethnic groups; and 2 
WHEREAS, In the United States, a person dies every 33 seconds of a heart attack and 3 
someone has a heart attack every 40 seconds; and 4 
WHEREAS, Approximately 695,000 people in the United States died in 2021 from heart 5 
disease, which represents one out of every five deaths occurring that year; and 6 
WHEREAS, Annually, approximately 805,000 people in the United States suffer a heart 7 
attack, with one in five of these incidents being silent heart attacks; and 8 
WHEREAS, About one in twenty Americans have Coronary Artery Disease; and 9 
WHEREAS, From 2018 to 2019, heart disease cost the United States approximately 10 
$239.9 billion due to the cost of health care services, medicines, and loss of productivity; and 11 
WHEREAS, Approximately 70 percent of out-of-hospital cardiac arrests occur in homes; 12 
and  13 
WHEREAS, In response to the heart disease crisis in the United States, the American 14 
Heart Association, American Red Cross and the National Safety Council worked together to 15 
create National Cardiopulmonary Resuscitation and Automated External Defibrillator Awareness 16 
Week, which the United States Congress unanimously passed on December 13, 2007; and 17 
WHEREAS, The purpose of National Cardiopulmonary Resuscitation and Automated 18 
External Defibrillator Week is to spotlight that more lives can be saved if more Americans learn 19

CPR and how to use an AED, better known as a defibrillator. Quite often, the person you save 1 
will be a loved one; now, therefore be it 2 
RESOLVED, That this Senate of the State of Rhode Island hereby proclaims June 1 to 7 3 
of 2023, to be "National Cardiopulmonary Resuscitation and Automated External Defibrillator 4 
Week"; and be it further 5 
RESOLVED, That the Secretary of State be and hereby is authorized and directed to 6 
transmit a duly certified copy of this resolution to the American Heart Association. 7
