2323 RESOLVED, that section 38(a) of the rules of the House of Representatives adopted by 1
2424 the House of Representatives at its January session, A.D. 2023, entitled “House Resolution 2
2525 Adopting the Rules of the House of Representatives for the years 2023 and 2024”, be and the 3
2626 same is hereby amended to read as follows: 4
2727 Rules Pertaining to Admission to the Floor 5
2828 (38)(a) No person or persons, except currently elected members of the general assembly, 6
2929 legislative staff assigned by the Speaker or Minority Leader and authorized representatives of 7
3030 the public press shall be admitted to the floor of the House during the session thereof, except by 8
3131 the approval of the Speaker for a designated purpose. The Speaker may make special provision 9
3232 for admission to the floor of the House during the session thereof for persons, who by reason of 10
3333 disability, are unable to gain access to the House galleries. All persons so admitted by the Speaker 11
3434 to the floor of the House during the session thereof shall be present for the sole purpose of 12
3535 observing the proceedings of the House and shall remain seated, refrain from conversation, and 13
3636 maintain the decorum of the House. No person so admitted shall contact, address, speak or 14
3737 gesture to, or communicate in any way with any House member while present on the floor of the 15
3838 House, or dress in a manner offensive to the decorum of the House. All Members of the House 16
3939 shall observe appropriate attire: coat and tie for male members and dignified dress for female 17
4040 members. No person on the floor of the chamber shall dress in a manner offensive to the decorum 18
