2222 It is enacted by the General Assembly as follows:
2323 SECTION 1. Section 11-47-11 of the General Laws in Chapter 11-47 entitled "Weapons" 1
2424 is hereby amended to read as follows: 2
2525 11-47-11. License or permit to carry concealed pistol or revolver. 3
2626 (a) The licensing authorities of any city or town shall, upon application of any person 4
2727 twenty-one (21) years of age or over having a bona fide residence or place of business within the 5
2828 city or town, or of any person twenty-one (21) years of age or over having a bona fide residence 6
2929 within the United States and a license or permit to carry a pistol or revolver concealed upon his or 7
3030 her person issued by the authorities of any other state or subdivision of the United States, issue a 8
3131 license or permit to the person to carry concealed upon his or her person a pistol or revolver 9
3232 everywhere within this state for four (4) years from date of issue, if it appears that the applicant has 10
3333 good reason to fear an injury to his or her person or property or has any other proper reason for 11
3434 carrying a pistol or revolver, and that he or she is a suitable person to be so licensed. Said licensing 12
3535 authorities are prohibited from requiring the applicant to provide any other reason or requirement 13
3636 for their application other than the aforementioned and are further prohibited from imposing 14
3737 additional or stricter requirements than the department of attorney general or any fee other than as 15
3838 required pursuant to § 11-47-12. The license or permit shall be in triplicate in form to be prescribed 16
3939 by the attorney general and shall bear the fingerprint, photograph, name, address, description, and 17
4040 signature of the licensee and the reason given for desiring a license or permit and in no case shall 18
4141 it contain the serial number of any firearm. The original shall be delivered to the licensee. Any 19

4545 member of the licensing authority, its agents, servants, and employees shall be immune from suit 1
4646 in any action, civil or criminal, based upon any official act or decision, performed or made in good 2
4747 faith in issuing a license or permit under this chapter. 3
4848 (b) Notwithstanding any other chapter or section of the general laws of the state of Rhode 4
4949 Island, the licensing authority of any city or town shall not provide or release to any individual, 5
5050 firm, association or corporation the name, address, or date of birth of any person who has held or 6
5151 currently holds a license or permit to carry a concealed pistol or revolver. This section shall not be 7
5252 construed to prohibit the release of any statistical data of a general nature relative to age, gender 8
5353 and racial or ethnic background nor shall it be construed to prevent the release of information to 9
5454 parties involved in any prosecution of § 11-47-8 or in response to a lawful subpoena in any criminal 10
5555 or civil action which the person is a party to that action. 11
5656 SECTION 2. This act shall take effect upon passage. 12

6969 This act would prohibit any licensing authority of any city or town from requiring an 1
7070 applicant for a license or permit to carry a concealed firearm to provide a reason for their request 2
7171 other than those outlined in § 11-47-11 and would prohibit the licensing authority from imposing 3
7272 additional or stricter requirements than the department of attorney general and would also prohibit 4
7373 said licensing authorities from imposing any fees other than the fee required in § 11-47-12. 5
7474 This act would take effect upon passage. 6
