1515 RESPECTFULLY REQUESTING A CONVENT ION OF THE STATES UNDER ARTICLE V

2222 WHEREAS, The founders of our Constitution empowered State Legislatures to be 1
2323 guardians of liberty against future abuses of power by the federal government; and 2
2424 WHEREAS, The federal government has invaded the legitimate roles of the States 3
2525 through the manipulative process of federal mandates, most of which are unfunded to a great 4
2626 extent; and 5
2727 WHEREAS, It is the solemn duty of the states to protect the liberty of our people, 6
2828 particularly for the generations to come; and 7
2929 WHEREAS, Article V of the United States Constitution requires the United States 8
3030 Congress to call a convention for proposing amendments upon application of two-thirds of the 9
3131 legislatures of the States for the purpose of proposing amendments to the United States 10
3232 Constitution in order to place clear restraints on these and related abuses of power; now, therefore 11
3333 be it 12
3434 RESOLVED, That this General Assembly, under the provisions of Article V of the 13
3535 Constitution of the United States, hereby petitions the United States Congress to call a 14
3636 Convention for the purpose of proposing amendments to the Constitution of the United States that 15
3737 impose restraints on the federal government, limit the power and jurisdiction of the federal 16
3838 government, and limit the terms of office for its officials and for members of Congress; and be it 17

4040 RESOLVED, That this General Assembly hereby intends that this be a continuing 19

4444 application considered together with all other passed, pending, and future applications, calling for 1
4545 a convention on the aforementioned concerns of the State of Rhode Island notwithstanding until 2
4646 such time as two-thirds of the several States have applied for a Convention and said Convention 3

4848 RESOLVED, That the Secretary of State be and hereby is authorized and directed to 5
4949 transmit duly certified copies of this resolution to the President and Secretary of the United States 6
5050 Senate; the Speaker and Clerk of the United States House of Representatives; and the Rhode 7
5151 Island Congressional Delegation. 8
