RELATING TO HEALTH AND SAFETY -- LICENSING OF HEALTHCARE FACILITIES

It is enacted by the General Assembly as follows:
SECTION 1. Chapter 23-17 of the General Laws entitled "Licensing of Healthcare 1
Facilities" is hereby amended by adding thereto the following section: 2
23-17-9.1. Mandatory conversion to renewable energy. 3
(a) All healthcare facilities, as defined in ยง 23-17-2, shall, not later than January 1, 2026, 4
as a condition of maintaining their license issued pursuant to chapter 17 of title 23, begin to convert 5
from a reliance on fossil fuels for energy, to renewable fuels, energy sources and so called "green" 6
sources of energy that result in a reduction in energy consumption and cost. 7
(b) The department of business regulation, in consultation with the office of energy 8
resources and the department of health, shall promulgate rules and regulations to implement 9
subsection (a) of this section. 10
SECTION 2. This act shall take effect upon passage. 11

This act would require all state licensed healthcare facilities to begin to convert the 1
powering of their operations, from fossil fuels to renewable energy sources. DBR, in consultation 2
with the office of energy resources and DOH, would promulgate rules and regulations to implement 3
the requirements. 4
This act would take effect upon passage. 5
