Rhode Island 2025 Regular Session

Rhode Island House Bill H5260

Introduced
1/31/25

Caption

Extends the voluntary extension of care (VEC) program pursuant to § 14-1-6 to children in the juvenile justice system and children who attain reunification prior to their eighteenth (18th) birthday, however, the reunification is not successful.

Impact

The amended provisions will enhance the transition services available to young adults emerging from the juvenile justice system. These enhancements include better-planned services that cover housing, health insurance, education, employment opportunities, and accessible mentors. By ensuring that these services are in place and thoroughly planned out at least six months prior to a young adult’s eighteenth birthday, the bill looks to mitigate some of the challenges faced by youth aging out of the foster system or those involved in juvenile justice proceedings.

Summary

House Bill 5260, introduced in the Rhode Island General Assembly, aims to amend existing laws regarding the voluntary extension of care (VEC) program for children in the juvenile justice system and those achieving reunification before the age of eighteen, especially in cases where reunification was unsuccessful. The bill extends legal supervision and care from the department of children, youth and families (DCYF) to young adults until the age of twenty-one, facilitating a transition plan that would help them in their journey toward independence post-care.

Contention

Despite its supportive framework, the bill does face points of contention. Some critics may argue that the extension of jurisdiction until the age of twenty-one could impose additional burdens on the court system. Moreover, concerns could be raised regarding the effectiveness and readiness of DCYF and associated agencies to implement these extended care plans robustly. Skeptics may fear that without adequate funding and resources, the aims of this bill could result in unmet needs for the young adults it intends to support.
