Establishes the Failing School Choice Act and permits students at failing schools to enroll in any public school and also establishes the Rhode Island education revitalization fund to provide funding to the school choice program.
Allows for a public school/group of public schools to implement an innovation plan through the local school board, approved by the state board and subject to review by the local school board as well as the department of elementary and secondary education.
Amends the local share of education funding to be paid to charter public schools based on a comparison of performance data between the specific school from which the student is coming and the specific charter school that will be receiving the student.
