2323 It is enacted by the General Assembly as follows:
2424 SECTION 1. Section 42-12-25 of the General Laws in Chapter 42-12 entitled "Department 1
2525 of Human Services" is hereby amended to read as follows: 2
2626 42-12-25. Child care training, accreditation, technical assistance, and monitoring. 3
2727 (a) The general assembly shall annually appropriate to the department of human services 4
2828 such funds as it deems necessary to enable the department to assist providers in obtaining national 5
2929 accreditation, to expand child care staff development and training, and for technical assistance and 6
3030 monitoring, including but not limited to, activities which provide: 7
3131 (i) Training opportunities for child care providers which foster a coordinated link between 8
3232 the providers and the schools; 9
3333 (ii) Specialized training for providers of infant/toddler and/or pre-adolescent care; 10
3434 (iii) Evaluation of child care providers and programs through parent surveys and formal 11
3535 evaluation techniques; 12
3636 (iv) Technical assistance and training for current and prospective non-English speaking 13
3737 providers. 14
3838 (b) The general assembly shall annually appropriate to the department of human services 15
3939 funding for the hiring of additional state child care licensing inspectors in order to meet the National 16
4040 Association for Regulatory Administration (NARA) recommended average of one inspector for 17
4141 every fifty (50) to sixty (60) child care providers. 18

4545 (b)(c) The director of the department of human services is further authorized to request 1
4646 such appropriation for each state fiscal year as he or she deems necessary to carry out the programs 2
4747 and purposes of this section. 3
4848 SECTION 2. This act shall take effect upon passage. 4
