RELATING TO HEALTH AND SAFETY -- VITAL RECORDS

It is enacted by the General Assembly as follows:
SECTION 1. Chapter 23-3 of the General Laws entitled "Vital Records" is hereby amended 1
by adding thereto the following section: 2
23-3-10.3. Certificate of birth -- Modification. 3
The race of a person appearing on a certificate of birth may be modified by the state 4
registrar of vital records if it is determined by the director that a modification is justified. 5
SECTION 2. This act shall take effect upon passage. 6

This act would allow the director of the department of health to authorize the state registrar 1
of vital records to change a person's race designation on their birth certificate, if justified. 2
This act would take effect upon passage. 3
