2424 WHEREAS, The Rhode Island Coastal Resources Management Council (CRMC) is 1
2525 facilitated by the URI Coastal Resources Center and Rhode Island Sea Grant; and 2
2626 WHEREAS, In 2014, URI’s Coastal Resources Center (CRC) developed and executed 3
2727 three URI-implemented products in response to the expressed needs of Rhode Island’s emergency 4
2828 managers, partner communities, state regulatory agencies, and military, in order to plan for and 5
2929 respond to storms and the flooding associated with them; and 6
3030 WHEREAS, STORMTOOLS provides up -to-date predictions on flooding that could 7
3131 affect commercial and residential parcels throughout the State; and 8
3232 WHEREAS, CHAMP (Rhode Island –Coastal Hazards, Analysis, Modeling & 9
3333 Prediction), is designed for emergency responders to predict damage to vital infrastructure in real 10
3434 time; and 11
3535 WHEREAS, MyCoast Rhode Island is a portal to collect and analyze crowd-sourced 12
3636 photos of flooding and erosion across the Ocean State, with increasing capacity to monitor inland 13
3737 flooding underway. Information collected is used to capture the impact of flood hazards today, 14
3838 and to illustrate possible future conditions with increased storm activity; and 15
3939 WHEREAS, These three research-based decision support tools have become essential in 16
4040 helping the State cope with the uncertainty of future storms and require ongoing funding to serve 17
4141 the needs of Rhode Island Coastal Hazards Analysis, Modeling and Prediction system, (RI-18
4242 CHAMP), STORMTOOLS, and MyCoast Rhode Island; now, therefore be it 19

4646 RESOLVED, That there is hereby appropriated, out of money in the treasury not 1
4747 otherwise appropriated for the fiscal year 2025-2026, the sum of four hundred thousand dollars 2
4848 ($400,000) to the Rhode Island Coastal Resources Management Council (CRMC) to continue 3
4949 current services of STORMTOOLS, CHAMP, and MyCoast; and the state controller is hereby 4
5050 authorized and directed to draw their orders upon the general treasurer for the payment of said 5
5151 sum, or so much thereof as may be from time to time required, upon receipt of properly 6
5252 authenticated vouchers. 7
