21	21	It is enacted by the General Assembly as follows:
22	22	SECTION 1. Chapter 31-3 of the General Laws entitled "Registration of Vehicles" is 1
23	23	hereby amended by adding thereto the following section: 2
24	24	31-3-130. Special plate for the American Hellenic Educational Progressive 3
25	25	Association. 4
26	26	(a) The administrator of the division of motor vehicles is empowered to make available 5
27	27	special motor vehicle registration plates for the American Hellenic Educational Progressive 6
28	28	Association. The plates shall be designed to reference the American Hellenic Educational 7
29	29	Progressive Association. 8
30	30	(b) The special plate shall be displayed upon the same registration number assigned to the 9
31	31	vehicle for which it was issued and shall be used in place of and in the same manner as the 10
32	32	registration plates issued to the vehicle. The original registration plates for the vehicle shall be 11
33	33	removed from the vehicle and returned to the division of motor vehicles. The registration certificate 12
34	34	for the plates shall be carried in the vehicle in accordance with § 31-3-9. The registration certificate 13
35	35	shall be in effect for the special plate. 14
36	36	(c) The American Hellenic Educational Progressive Association motor vehicle plates shall 15
37	37	be the same size as regular motor vehicle plates and shall be designed by the American Hellenic 16
38	38	Educational Progressive Association in conjunction with the division of motor vehicles, with the 17
39	39	design approved by the Rhode Island state police. 18
40	40	(d) The American Hellenic Educational Progressive Association plates shall be subject to 19

44	44	compliance with § 31-3-117 relating to the number of minimum prepaid orders of plates per plate 1
45	45	type (i.e., passenger, commercial, etc.) and any required payment. The American Hellenic 2
46	46	Educational Progressive Association plates shall not be issued unless the minimum order 3
47	47	requirements are met. The initial order will be handled by the American Hellenic Educational 4
48	48	Progressive Association and shall not be submitted to the division of motor vehicles for production 5
49	49	until the minimum order(s) have been met and the proper paper work submitted to the division. 6
50	50	(e) The administrator of motor vehicles shall develop prepayment procedures and any other 7
51	51	procedures deemed necessary to carry out the purposes of this section. 8
52	52	(f) In addition to the regular prescribed motor vehicle registration fee, American Hellenic 9
53	53	Educational Progressive Association plates shall be subject to a forty dollar ($40.00) issuance 10
54	54	surcharge. 11
55	55	(g) The forty dollar ($40.00) issuance surcharge shall be allocated as follows: twenty 12
56	56	dollars ($20.00) shall be allocated to the general fund and the remaining twenty dollars ($20.00) 13
57	57	shall be distributed annually to the American Hellenic Educational Progressive Association to 14
58	58	promote the ancient Hellenic ideals of education, philanthropy, civic responsibility, family, and 15
59	59	individual excellence through community service and volunteerism. 16
60	60	(h) A ten dollar ($10.00) surcharge for subsequent registration renewals shall be allocated 17
61	61	to the American Hellenic Educational Progressive Association. 18
62	62	(i) In consideration of the receipt of funds from the registration of American Hellenic 19
63	63	Educational Progressive Association plates, the American Hellenic Educational Progressive 20
64	64	Association must use any Rhode Island-sourced funds in and for the benefit of Rhode Island-based 21
65	65	charitable organizations. 22
66	66	(j) American Hellenic Educational Progressive Association will be required to submit an 23
67	67	annual accounting report before such monies are distributed. 24
68	68	(k) There shall be no refunds for early cancellation of American Hellenic Educational 25
69	69	Progressive Association plates. 26
70	70	SECTION 2. This act shall take effect six (6) months after passage. 27
