2121 It is enacted by the General Assembly as follows:
2222 SECTION 1. Chapter 42-66 of the General Laws entitled "Office of Healthy Aging" is 1
2323 hereby amended by adding thereto the following section: 2
2424 42-66-18. Grants for community older adult services. 3
2525 (a) Establishment and purpose. In recognition of the continued growth in the number of 4
2626 persons age sixty-five (65) and older living in the community, there is hereby established within 5
2727 the office of healthy aging, a community grant program for older adult services whose purpose is 6
2828 to provide financial assistance and incentives to municipal governments and nonprofit agencies to 7
2929 operate programs, including senior centers, community resource centers primarily serving older 8
3030 adults, and other programs providing services that help older residents to remain living in the 9
3131 community. Such services shall include, but are not limited to, outreach, social services, health 10
3232 promotion, physical fitness, recreation, life-long learning, transportation assistance and caregiver 11
3333 support services for persons age sixty-five (65) and older. 12
3434 (b) Appropriations. For fiscal year 2026 and each fiscal year thereafter, the total amount 13
3535 of funds appropriated for the grant program for community older adult services shall be that amount 14
3636 needed to award each municipality a minimum grant of five thousand dollars ($5,000) or the sum 15
3737 of ten dollars ($10.00) per each non-institutionalized resident age sixty-five (65) and older residing 16
3838 in the community as reported by the most recent U.S. Census Bureau American Community Survey 17
3939 five (5) year population estimate as its basic grant; provided, however, for fiscal year 2026, no 18
4040 community shall receive less than the fiscal year 2025 state grant awarded for such purposes by the 19

4444 office. In the event that the municipality does not directly operate local programs for older adults, 1
4545 the office shall, in consultation with the municipality's chief elected or appointed official or the 2
4646 official's designee, distribute and award the municipality's basic grant to community nonprofit 3
4747 agencies which are operating senior centers, community resource centers primarily serving older 4
4848 adults and other programs that assist older persons to remain living in the community. 5
4949 (c) Eligibility. To be eligible for a community older adult program grant, a municipality or 6
5050 nonprofit agency shall: 7
5151 (1) Contribute an equal amount of cash or in-kind resources for program support that it 8
5252 provided in state fiscal year 2025; 9
5353 (2) Submit to the office for its approval a plan detailing the programs and/or services to be 10
5454 provided with grant funds; 11
5555 (3) Indicate how the proposed plan meets the needs of local older adults; 12
5656 (4) Show how the local share match will be met; and 13
5757 (5) Demonstrate that there exists with the local senior center or municipality, or there are 14
5858 plans to establish, a local older adult advisory committee whose membership shall include a 15
5959 majority of persons age sixty-five (65) and older and whose purpose shall be to provide advice to 16
6060 local officials and members of the general assembly whose districts lie within the municipality on 17
6161 the service needs and interests of persons age sixty five (65) and older. 18
6262 (d) In approving grant proposals. In approving community older adult grant proposals, the 19
6363 office shall take into consideration how the spending plan addresses the municipality’s 20
6464 comprehensive plan as it relates to services and programs for older adults and the goals and 21
6565 objectives of the most recent state plan on aging as submitted to the Federal Administration on 22
6666 Aging. 23
6767 SECTION 2. This act shall take effect upon passage. 24
