Authorizes the town of Glocester to levy a supplemental tax, by voter referendum, that exceeds the current tax cap by three percent (3%) for fiscal year 2026, to fund school operations and avoid the loss of critical town services.

Repeals the language that eff. 2025 fiscal year all cities/towns/fire districts would receive a reimbursement equal to the tangible property levy for the 12/31/22 assessment date less the tangible personal property levy for 12/31/25 assessment date.
Places a cap of twenty percent (20%) on increases in consecutive revaluations of real property in all cities and towns conducting revaluations commencing December 31, 2024, and every December 31 thereafter.
Requires that the state's share to public libraries be fixed at twenty-five percent (25%) of the amount appropriated by the city or town in their budgets for fiscal year 2024, utilizing funds from the general fund or the American Rescue Plan Act.
