MAKING AN APPROPRIATION OF $250,000 TO THE SUBSTANCE USE AND MENTAL
HEALTH LEADERSHIP COUNCIL OF RI (SUMHLC)

WHEREAS, The mission of the Substance Use and Mental Health Leadership Council of 1
RI “is to promote a collaborative, coordinated system of high quality, comprehensive community-2
based mental health and substance use prevention and treatment services; and 3
WHEREAS, Addiction is a disease that affects 13.21 percent of Rhode Island’s 4
population, a rate that is the second highest among the states; and 5
WHEREAS, Achieving and maintaining abstinence from substance abuse and achieving 6
mental health requires focus and continuity of readily available services; now, therefore be it 7
RESOLVED, That there is hereby appropriated, out of any money in the treasury not 8
otherwise appropriated for the fiscal year 2025-2026, the sum of two hundred fifty thousand 9
dollars ($250,000) to the Substance Use and Mental Health Leadership Council of RI; and the 10
state controller is hereby authorized and directed to draw his orders upon the general treasurer for 11
the payment of said sum, upon receipt of properly authenticated vouchers. 12
