9	9	A HOUSE RESOLUTION TO EXPRESS the PROFOUND SORROW of the South Carolina House of Representatives UPON THE PASSING OF Vivian Wingard Washington OF Richland COUNTY AND TO EXTEND DEEPEST SYMPATHY TO HER LARGE AND LOVING FAMILY AND HER MANY FRIENDS. Whereas, the members of the South Carolina House of Representatives were saddened to learn of the death of Vivian Wingard Washington at the age of ninety-one on July 9, 2024; and Whereas, born in Columbia on February 6, 1933, she was the daughter of the late Booker T. and Mable Collins Wingard and was reared in a loving home with her late siblings: Helen Carree, Edward Collins, Book Russell, and Mildred Johnson; and Whereas, Mrs. Washington attended the public schools of Columbia, graduating from Booker T. Washington High School, where she served as head majorette of the marching band, and she earned a bachelor's degree from Allen University in 1959 and completed course work toward a master's degree at the University of South Carolina; and Whereas, for twenty-five years, she served as a first-grade teacher in Richland District One public schools at Carver Elementary and Brennan Elementary schools; and Whereas, an active volunteer, Mrs. Washington believed in supporting her community through service organizations. She was a member of Delta Sigma Theta Sorority; The Links, Inc.; The Moles; and The Smart Set. She served as the coordinator for many service programs over the years, including implementing the "Just Say No to Drugs" program at E. E. Taylor School in the 1990s; and Whereas, she was an avid bridge player and participated in many bridge clubs during her life. One of a kind, she was generous, funny, loving, feisty, outgoing, sassy, and kind. Her vibrant personality has left a mark on all who knew her; and Whereas, together with her loving husband of seventy-one years, Frank B. Washington, she reared three fine children: Dr. Kent W. Washington of Columbia, Dr. Carla D. Washington of Rockville, and Robin Major of Irmo. Her children blessed her with the affection of three grandsons: Dr. Kent T. Washington, Andrew Major, and Evan Major. She welcomed the continuation of her family legacy in the addition of a great-granddaughter, Kendall Victoria Washington, and a "coming-soon" great-grandson; and Whereas, the South Carolina House of Representatives is grateful for the life and legacy of Vivian Washington and for the example of service and kindness she set for all who knew her. Now, therefore, Be it resolved by the House of Representatives: That the members of the South Carolina House of Representatives, by this resolution, express their profound sorrow upon the passing of Vivian Wingard Washington of Richland County and extend deepest sympathy to her large and loving family and her many friends. Be it further resolved that a copy of this resolution be presented to the family of Vivian Wingard Washington. ----XX----
