99 A house RESOLUTION TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES UPON THE PASSING OF KIMBERLY HOLMES FREDERICK OF GEORGETOWN COUNTY AND TO EXTEND THEIR DEEPEST SYMPATHY TO HER LARGE AND LOVING FAMILY AND HER MANY FRIENDS. Whereas, the members of the South Carolina House of Representatives were deeply saddened to learn of the passing of Kimberly Holmes Frederick at the age of fifty on Sunday, December 15, 2024; and Whereas, born in Columbia on April 7, 1974, she was the daughter of William Judson Holmes Sr. and Claire Kay Sutton Holmes; and Whereas, in 1991, tragedy struck when Kim's beloved grandmother, Claire Keister Sutton, was assaulted and died from her injuries. This horrific event and the family's experience with the criminal justice system afterward served as a catalyst to propel her to become involved in and later become a champion of victims' rights; and Whereas, Kim went on to earn bachelor's and master's degrees in criminal justice from the University of South Carolina, and never gave up the fight to keep her grandmother's killer incarcerated; and Whereas, after graduation, she became a program coordinator for the SC Criminal Justice Academy in Columbia. While working there to improve the quality of South Carolina law enforcement, she met the love of her life, Mike Frederick, a Myrtle Beach area police captain serving on a committee at the Academy in 1998. They married in 2000, and were blessed with two daughters, Olivia (2004) and Cameron (2007). She spent seven years as a dedicated and active stay-at-home mother, continuing to volunteer for victims' causes; and Whereas, in 2014, Governor Nikki Haley appointed Kim Frederick to the SC Board of Juvenile Parole, where she became chairperson. Governor Henry McMaster then appointed her in 2017 to serve on the Board of Paroles and Pardons and again for a subsequent term beginning in 2023; and Whereas, deeply involved in serving her State and community on multiple fronts, she always maintained her grace and genuine sense of caring for everyone she met; and Whereas, Kim leaves to cherish her memory her husband of twenty-four years, Mike Frederick; her two beautiful daughters, Olivia Karoline Frederick and Cameron Lucille Frederick; and a loving extended family, including sisters-in-law, brothers-in-law, nieces, and nephews; and Whereas, the South Carolina House of Representatives is grateful for the life and legacy of Kim Frederick and for the example she set for all who knew her. Now, therefore, Be it resolved by the House of Representatives: That the members of the South Carolina House of Representatives, by this resolution, express the profound sorrow upon the passing of Kimberly Holmes Frederick of Georgetown County and extend their deepest sympathy to her large and loving family and her many friends. Be it further resolved that a copy of this resolution be presented to the family. ----XX----
