Fiscal Impact Summary 
This bill creates the Second Amendment Financial Privacy Act, which defines relevant terms and 
provides that, other than for a criminal investigation and prosecution or otherwise required by 
law, no government entity, official, agent, or employee may knowingly keep or cause to be kept 
any list, record, or registry of privately owned firearms or their respective owners. The bill also 
authorizes the Attorney General to enforce these provisions and establishes civil fines for 
violations of this act. 
 
This bill may result in an increase in the number of circuit court cases. Judicial anticipates any 
increase in the caseload due to this bill can be managed within existing appropriations. However, 
Judicial notes that if this bill results in an unexpected significant increase in the caseload, 
additional General Fund appropriations may be requested.   
 
The fiscal impact for the Office of the Attorney General is pending, contingent upon a response 
from the agency. 
 
Revenue and Fiscal Affairs (RFA) anticipates this bill may result in an undetermined impact to 
The General Fund, Other Funds, and local revenue due to the potential increase in fines collected 
by the court.
