Page 1 of 2 H. 3930 Fiscal Impact Summary This bill creates the Second Amendment Financial Privacy Act, which defines relevant terms and provides that, other than for a criminal investigation and prosecution or otherwise required by law, no government entity, official, agent, or employee may knowingly keep or cause to be kept any list, record, or registry of privately owned firearms or their respective owners. The bill also authorizes the Attorney General to enforce these provisions and establishes civil fines for violations of this act. This bill may result in an increase in the number of circuit court cases. Judicial anticipates any increase in the caseload due to this bill can be managed within existing appropriations. However, Judicial notes that if this bill results in an unexpected significant increase in the caseload, additional General Fund appropriations may be requested. The Attorney General’s Office anticipates the need for 2.0 FTEs with salary and fringe totaling $237,000 and other operating expenses totaling $35,000 annually to manage the additional responsibilities of this bill. The Attorney General’s Office anticipates requesting a General Fund appropriation to cover this increase in expense.
