A concurrent RESOLUTION TO RECOGNIZE AND HONOR CHESTERFIELD COUNTY DEPUTY MATTHEW REDFEARN OF THE CHESTERFIELD COUNTY SHERIFF'S OFFICE AND TO CONGRATULATE HIM ON BEING AWARDED THE SOUTH CAROLINA SHERIFFS' ASSOCIATION MEDAL OF VALOR. Whereas, the members of the South Carolina General Assembly are pleased to learn that Deputy Matthew Redfearn of the Chesterfield County Sheriff's Office will be awarded the South Carolina Sheriffs' Association Medal of Valor on April 23, 2025, for displaying courage, calmness, and professionalism that, at the risk of his own life, made the lives of many Chesterfield County citizens safer, and possibly saved the lives of some; and Whereas, the award is presented annually to law enforcement officers who perform actions above and beyond the call of duty; exhibit exceptional courage, extraordinary decisiveness, and presence of mind; or act with unusual swiftness, regardless of personal safety, in an attempt to save or protect human life; and Whereas, on August 21, 2024, at approximately 5:45 p.m., Chesterfield County Deputies Matthew Redfearn and Cody Robinson were dispatched to 1406 S. Van Mungo Boulevard in the Pageland area of Chesterfield County for a "man with a gun" call. Prior to either deputy's arrival at this location, two officers from the Pageland Police Department entered the parking lot, and the suspect, Kenneth Bragg, fired multiple shots at their vehicle, with numerous shots striking the police vehicle. The suspect departed the scene in his vehicle; and Whereas, within minutes, Deputy Redfearn was in the area and received a description of the suspect's vehicle and his home address from dispatch. Deputy Redfearn proceeded to the address provided to him by dispatch. As he was making a left turn onto Sale Barn Road, the suspect was parked approximately forty to fifty yards down the road in the middle of the road. According to multiple witnesses he had a long gun propped up on his steering wheel and was aiming through a scope. As Deputy Redfearn was turning onto Sale Barn, the suspect began firing at the patrol vehicle with an AR-15 assault-style rifle. Deputy Redfearn's vehicle was struck multiple times, with numerous rounds entering the windshield on the driver's side. Several rounds lodged in the plexiglass divider on the driver's side and narrowly missed the deputy's head. While receiving gunfire from the suspect, Deputy Redfearn managed to draw his service handgun and return fire, with two rounds striking the suspect's vehicle. The suspect drove off, and Deputy Redfearn pursued; and Whereas, because Deputy Redfearn relayed important information to assisting officers, such as a description of the vehicle (the suspect had changed vehicles before ambushing Redfearn) and direction of travel, the suspect was located and, after a fifteen-hour standoff, was ultimately taken into custody; and Whereas, it was later learned that this incident was domestic-related and that Kenneth Bragg was willing and able to take the life of anyone who got in his way; and Whereas, the members of the South Carolina General Assembly appreciate the courage and dedication of law enforcement officers like Deputy Matthew Redfearn who put their lives on the line every day and who provide safety and security to protect the citizens of our great State. Now, therefore, Be it resolved by the House of Representatives, the Senate concurring: That the members of the South Carolina General Assembly, by this resolution, recognize and honor Deputy Matthew Redfearn of the Chesterfield County Sheriff's Office and congratulate him on being awarded the South Carolina Sheriffs' Association Medal of Valor.
