Page 1 of 1 S. 0150 Fiscal Impact Summary This bill modifies the age requirement for operating a rental kart and requires rental karts operated by an individual under eighteen years of age to have certain safety features. This bill also adjusts the names and definitions for different classifications of go-kart vehicles in Chapter 18, Title 41. Rental karts are regulated by the Office of Elevators and Amusement Rides, which is under the administration of the Department of Labor, Licensing and Regulation (LLR). LLR anticipates that the bill will have no expenditure impact on the agency as the primary function of the bill does not alter the responsibilities of the agency or the Office of Elevators and Amusement Rides. Explanation of Fiscal Impact Introduced on January 14, 2025 State Expenditure This bill allows an individual to operate a rental kart if the individual is eighteen years of age or older or if the individual is fifteen years of age or older and holds a valid driver's license or permit. Currently, only individuals who are eighteen or older with a valid license or permit are allowed to operate rental karts. The bill requires rental karts operated by a person under eighteen years of age to be equipped with an occupant restraint system and a rollover protection system. Additionally, this bill replaces the terms “super-kart” with “rental kart” and “concession go-kart” with “amusement park go-kart” in Chapter 18, Title 41. LLR anticipates that the bill will have no expenditure impact on the agency as the primary function of the bill does not alter the responsibilities of the agency or the Office of Elevators and Amusement Rides.
