| 20 | 20 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA: 5 |

| 21 | 21 | | Section 1. The Department of Corrections may contract for the construction of a prison facility 6 |
|---|
| 22 | 22 | | for offenders committed to the Department of Corrections, in Lincoln County, together with 7 |
|---|
| 23 | 23 | | furnishings and equipment, including heating, air conditioning, plumbing, water, sewer, 8 |
|---|
| 24 | 24 | | electric facilities, architectural and engineering services, and other services and 9 |
|---|
| 25 | 25 | | improvements, as may be required to complete the project. 10 |
|---|
| 26 | 26 | | Section 2. A municipality in Lincoln County may treat sewage from the prison facility 11 |
|---|
| 27 | 27 | | described in section 1 of this Act. 12 |
|---|
| 28 | 28 | | Section 3. The state treasurer shall transfer $148,109,837 from the general fund and 13 |
|---|
| 29 | 29 | | $33,926,134 from the budget reserve fund to the incarceration construction fund, for the 14 |
|---|
| 30 | 30 | | construction of the prison facility described in section 1 of this Act. 15 |
|---|
| 31 | 31 | | Section 4. There is appropriated $763,000,000 from the incarceration construction fund, to 16 |
|---|
| 32 | 32 | | the Department of Corrections, for the construction of the prison facility described in section 17 |
|---|
| 33 | 33 | | 1 of this Act. 18 |

| 34 | 34 | | Section 5. The administration of the design and construction of the project authorized in this 19 |

| 35 | 35 | | Act shall be under the general charge and supervision of the Bureau of Human Resources and 20 |

| 36 | 36 | | Administration, as provided in chapter 5-14. 21 |

| 37 | 37 | | Section 6. The secretary of the Department of Corrections shall approve vouchers and the 22 |
