| 17 | 17 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA: 2 |

| 18 | 18 | | Section 1. That a NEW SECTION be added to chapter 32-5: 3 |

| 19 | 19 | | An owner of a motor vehicle who is a resident of this state and in compliance with 4 |

| 21 | 21 | | specialty plates. The specialty plates may be issued only upon proof of payment of the 6 |

| 23 | 23 | | pickup trucks, or vans, licensed pursuant to § 32-5-6; motorcycles licensed pursuant to § 8 |
