10-A LEGISLATIVE COMMEMORATION, Recognizing Jacqueline Sly as the recipient of
11-the AARP South Dakota Andrus Award.
12- WHEREAS, Jacqueline Sly earned her bachelor's degree in elementary and special
13-education from Northern State University and her master's degree in curriculum and
14-instruction from Black Hills State University; and
15- WHEREAS, Jacqueline's public education career in South Dakota spanned thirty -seven
16-years, her retirement from classroom teaching didn’t stop her desire to promote the teaching
17-profession and prioritize the success of young people, leading her to serve in the South Dakota
18-Legislature; and
19- WHEREAS, during Jacqueline’s legislative tenure, from 2009 -2016, she served as a
20-member of the House Health and Human Services Committee, chair of the House Education
21-Committee, House Majority Whip, and co -chair of the education committee for the Midwest
22-Legislative Conference and the Council of State Governments; and
23- WHEREAS, Jacqueline’s public service included appointments as co-chair of the blue ribbon
24-task force and as a member of the South Dakota Board of Education Standards; and
25- WHEREAS, Local organizations in Rapid City and statewide organizations have benefited
26-from Jacqueline’s service in leadership roles, including South Dakota Retired School
27-Personnel; the Rapid City Education Association; Susan G. Komen for the Cure South Dakota;
28-the West River Mental Health Clinic; Black Hills Works; Abbott House; Bethlehem Lutheran
29-Church; and AARP South Dakota; and

36- WHEREAS, Jacqueline was recently presented with AARP South Dakota’s prestigious
37-Andrus Award for Community Service, named after the organization’s founder, Ethel Percy
38-Andrus, a retired educator. The award honors Jacqueline’s generous sharing of time and
39-talents to enrich the lives of others, as well as her service at the local and state level;
40- NOW, THEREFORE, BE IT COMMEMORATED, by the One Hundredth Legislature of the State
41-of South Dakota, that Jacqueline Sly is the recipient of the AARP South Dakota Andrus Award
42-for Community Service for her leadership and commitment to the people of South Da kota.
