12-A CONCURRENT RESOLUTION, Encouraging the board of each school district in this
13-state to develop and implement a policy that limits the use of cellular
14-telephones and other electronic communication devices during instructional
15-time.
16- WHEREAS, national studies show that using cellular telephones or other electronic
17-communication devices during instructional time may disrupt and distract from the learning
18-environment, negatively impact test scores, and affect a student's long-term ability to retain
19-information; and
20- WHEREAS, the board of a school district may regulate the use of cellular telephones or
21-other electronic communication devices on school property; and
22- WHEREAS, it is in the best interest of students, administrators, teachers, and other school
23-employees to minimize distractions and disruptions during instructional time, and to increase
24-a student's academic proficiency;
25- NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the One
26-Hundredth Legislature of the State of South Dakota, the Senate concurring therein, that the
27-board of each school district in this state is strongly encouraged to adopt a policy limiting the
28-use of cellular telephones and other electronic communication devices during instructional
29-time; and
30- BE IT FURTHER RESOLVED, that the board of each school district in this state is strongly
31-encouraged to provide training and support to all faculty and staff employed by the school
32-district to ensure that the faculty and staff are aware of the policy, understand the importance
33-of the policy, and acknowledge the expectation that the faculty and staff will comply with the
