12-A CONCURRENT RESOLUTION, Recognizing emergency medical services personnel
13-and supporting efforts to acknowledge emergency medical service as an
14-essential public service.
15- WHEREAS, emergency medical services personnel play a critical role in public health and
16-safety by providing lifesaving care to and medical transportation for individuals experiencing
17-medical emergencies, often operating on the frontlines of healthcare; and
18- WHEREAS, timely access to emergency medical services significantly improves patient
19-outcomes and reduces preventable deaths, particularly in rural areas with limited healthcare
20-access; and
21- WHEREAS, despite the vital role of emergency medical services personnel, many
22-jurisdictions within this state lack stable funding or the necessary workforce to sustain
23-emergency medical services operations, relying instead on a dwindling volunteer labor force;
24-and
25- WHEREAS, while the importance of emergency medical services is widely recognized,
26-counties and municipalities are not required by law to maintain service within their
27-jurisdictions; and
28- WHEREAS, emergency medical services should be recognized as an essential public
29-service, reinforcing its fundamental role in healthcare and importance to the public interest;
30- NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the One
31-Hundredth Legislature of the State of South Dakota, the Senate concurring therein, that the
32-Legislature recognizes the vital, lifesaving care provided by emergency medical services
33-personnel, and supports efforts to prioritize emergency medical service as an essential public
