A CONCURRENT RESOLUTION, Encouraging the Executive Board of the Legislative 1 
Research Council to establish an interim legislative committee on preserving 2 
and protecting the Black Hills of South Dakota. 3 
 WHEREAS, the Black Hills area of South Dakota is one of unique historical, ecological, and 4 
cultural significance to this state and to this nation; and 5 
 WHEREAS, the overdevelopment of areas with new residential construction, the expansion 6 
of mineral and mining extractive industries, and government -sponsored economic 7 
development plans without proper and appropriate regulatory constraints may pose 8 
irreparable dangers to the beauty and health of the Black Hills area; and 9 
 WHEREAS, just as this generation may appreciate the invaluable and precious qualities of 10 
the Black Hills area, so too should future generations be blessed to appreciate those same 11 
qualities; 12 
 NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the One 13 
Hundredth Legislature of the State of South Dakota, the Senate concurring therein, that the 14 
Executive Board of the Legislative Research Council establish an interim legislative committee 15 
to evaluate the regulatory provisions applicable to government -sponsored economic 16 
development activities, mineral and mining extractive industries, and residential development 17 
taking place within the Black Hills of South Dakota, and to recommend appropriate regulatory 18 
provisions to protect the environmental health and historical character of the Black Hills. 19
